Imphal, June 24 2012:
Taking serious note over the rumour being spread allegedly by some nonManipuris saying that the step taken up by Federation of Regional Indigenous Societies (FRIENDS) along with the people to implement Inner Line Permit (ILP) System in Manipur is to chase them away, the Federation has appealed to these non-Manipuris not to spread such false rumours.
In a statement, Publicity Secretary of FRIENDS W Santa Meitei pointed out that there is no question of restraining incoming or chasing away outsiders from Manipur through the efforts being made for implementation of ILP System.
As a matter of fact, there are many non-locals engaging in their normal trading or working in Nagaland, Mizoram and Arunachal Pradesh where ILP system is in force.
The ILP System is nothing but a regulation approved by laws of India government for attaining rights of the indigenous groups of people in the state.
It is the only way to avoid communal conflicts like the kind happening in Myanmar, Sri Lanka, Maharashtra, Assam and Tripura.
Moreover, it would be of immense help in controlling the law and order situation in the state by maintaining a record with government about the incoming non-Manipuris.
It would also help in identifying criminals who come to hide here or gain monetary benefits through false means.
ILP System would secure the indigenous people from influx of outsiders and it would generate huge annual resource to the government, Shanta contended.
He also appealed to the non-Manipuris to extend their support towards the demand for implementation of ILP System with sit-in-protest and exerting pressure on the government to take up the matter in the Assembly Session.
