State plan focuses on irrigation and urban Development
Development of border areas, roads and bridges takes backseat

With the Annual Plan Size of the state for the fiscal year 2012-13 finalised at Rs 3500 crores, the state government is looking forward to giving more emphasis on Accelerated Irrigation Benefit Programme (AIBP) and Jawaharlal Nehru National Urban Renewal Mission (JnNURM) with Rs 650 and Rs 137.73 crores respectively earmarked for the said purposes.
According to information received from the State Planning Commission (Financial Resources Division), the Annual Plan size of Manipur for the fical year 2012-13 was finalized at Rs 3500 crores during a joint meeting between Deputy Chairman of Planning Commission and the Chief Minister of Manipur on June 6, 2012 .
The Aggregate Resources of Rs 3500 crores comprise State's Own Resources (non-loan portion) of Rs (-) 33.57 crore, State's Budgetary Borrowings (net) of Rs 397 crore (the borrowing ceiling as per Ministry of Finance) and Central Assistance (Grants) of Rs 3433.57 crore.
From the Central Assistance of Rs 3433.57 crores, an amount of Rs 840.54 crores is for Normal Central Assistance, Rs 100 crores for Additional Central Assistance (ACA) of the Externally Aided Projects, Rs 850 crores for Special Plan Assistance (SPA), Rs 988.03 crores for Scheme-wise ACA, Rs 800 crores for Special Central Assistance (Untied) (SCA), Rs 300 crores for Additional Central Assistance-SPA/SCA and another Rs 45 crores for Adjustment of Advance SPA, the source said.
The source further informed that from the total amount of Rs 988.03 cores earmarked under Scheme-wise ACA, an amount of Rs 17.37 crores has been allocated for Tribal Sub Plan (TSP), Rs 11.46 crores for Grants Under Proviso to Article 275 (1), Rs 22 crores for Border Area Development Programme, Rs 650 crores for Accelerated Irrigation Benefit Programme (AIBP), Rs 11.56 crores for Roads and Bridges, Rs 18.58 crores for National Social Assistance Programme (NSAP), Rs 2.95 crores for National e-Governance Action Plan (NEGAP), Rs 43.93 crores for Backward Region Grant Fund (BRGF), Rs 137 crores for Jawaharlal Nehru National Urban Renewal Mission (JnNURM) and Rs 72.45 crores for Rashtriya Krishi Vikas Yojana (RKVY) .
With just Rs 22 crores and 11.46 crores earmarked for Border Area Development Programe and Roads and Bridges respectively, the state plan has overlooked the problems faced along the border area and the poor condition of roads and bridges all over the state.
