More skeletons tumble out of Education Department

A sum of Rs 70,000 from the GPF of a primary teacher working under the Zonal Education Officer (ZEO), Wangoi is found to have been withdrawn on the sly by some staff under ZEO, Chandel.
On the other hand, the case of a teacher who passed class X examination after 28 years of joining the service has also come to light.
Investigating a case over fraudulent withdrawal of Rs 70,000 from the GPF account of one Leimatombi, a teacher working in Hiyangthang Boys' Primary Teacher, the State Vigilance Commission has come to know that the amount had been actually withdrawn on the sly by some staff working under ZEO Chandel.
Leimatombi, who works under ZEO Wangoi, had withdrawn Rs 20,000 from her own GPF account in 2004.However, in the statement of her GPF account provided in 2006, another Rs 70,000 was found to have been withdrawn.
During investigation into the matter, the State Vigilance Commission came to know that in all Rs 3.35 lakhs had been withdrawn together from the GPF account of four teachers including Leimatombi on October 12, 2004 .
When opinion were sought on the signature of the ZEO appended on the withdrawal slip, forensic experts maintained that it was fake.
Nonetheless, SBI Chandel branch had allowed encashment of the amount as the ZEO had authorised one Sumpi Wangthoi, who is the Head clerk cum Cashier for withdrawal of the fund.
With strong apprehension over the possible of withdrawing the amount in connivance among the staff of the ZEO, the Commission is continuing further investigation into the case.
On the other hand, the school authority had appointed one Hindi Matriculate teacher in Saraswati Hindi Aided High School at Kangpokpi.
Consequently, DI Kangpokpi had also given approval to the appointment of the teacher in the said school in 1981 .
However, in the order issued by the DI, it had been made clear to the school authority that the Hindi teacher in question identified as Pintu Kumari Sharma should complete her matriculation within 3 years of her appointment even though she had finished Parichay in Hindi.
In case of failure, the appointment order had to be cancelled.
When the Vigilance Commission investigated the case, it was found that Pintu Kumari Sharma had finished Kovip in Hindi in 1982 but could not pass matriculation examination within the stipulated period.
It was only after 28 years in service that Pintu Kumari Sharma passed matriculation in 2009 and that too under NIOS.
Accordingly, the Commission has recommended to State Government for cancellation of the appointment order of the teacher in question.
