HC asks govt to hand over case of illegal detention of court employee to CBI

Imphal, August 12 2011:
A Division Bench of the Gauhati High Court, Imphal Bench comprising of Justice, T Vaiphei today directed the state government to hand over the investigation of the case of illegal detention of a court employee by Imphal East CDOs on his way to distribute cause notices.
The High Court Bar Association (HCBA), Manipur and Md Abdul Salam, attendant, HCBA filed the petition to the Bench demanding justice against the illegal detention of the attendant and threatening him by pointing guns at him.
The petition was filed against the State of Manipur represented by the Principal Secretary/ Commissioner/ Secretary (Home), the DGP Manipur Police, SP Imphal East and the OC of Porompat Police Station, Imphal East.
After hearing arguments of both sides, Justice, T Vaiphei ordered the government to hand over the FIR registered in Porompat PS to the CBI within 15 days from the date of receiving the judgement to ensure an impartial and speedy investigation of the case.
He also directed the CBI to make an endeavour to complete the the investigation without unnecessary delay.
Md Abdul Salam in his petition alleged that he had been repeatedly detained by some armed police personnel without any reason even after he showed them his identity card.
He explained to the police personnel that he was on duty to distribute cause lists of the court to advocates, members of the HCBA.
He was again assaulted by the police team on June 9 at about 7.20 pm when he was travelling by bicycle for distribution of cause lists.
