Construction work along airport road : PWD caught on the wrong foot

Even as e-tender process for construction of road median and pedestrian guard rail along Nityapat Chuthek-Airport section of NH-150 is undergoing under National Highway Div No 3 of PWD Manipur, a work agency has been reportedly assigned to execute the works.
According to a reliable source, SE (National Highways Circle) of PWD Manipur has issued invitation for bids (IFB) of National competitive bidding (e-procurement) on May 30 last for construction of road median and pedestrian guard rail for 6.160 kms long Nityapat Chuthek-Airport stretch of NH-150 .
The notification was issued vide Bid No 03/SE/NHC/BID/NH-III/2015-2016 with Job No 150/MN/2014-15/08 .
The approximate value of the works is Rs 2,17,91,425 while the bid security is Rs 4,36,000 and the tender fee is Rs 5000 .
The work is said to be completed within 10 months.
Downloading of bidding document began from 18 hrs of May 30 and will be open till 11 hrs of June 26 .
Bid uploading was opened from 16 hrs of June 1 while the last date for bid uploading is 11 hours of June 26 .
As per the notification, the last date for receipt of bid security and tender fee is 13 hrs of June 26 .
Technical bid will be opened at 14 hours of the same day (June 26) .
The works will be awarded to qualified agency after completion of the National Competitive Bidding (e-Procurement) procedure issued by the SE (NH Circle) .
However, a works agency has been assigned to start the work before the completion of the tender process, the source said.
The agency has completed construction of road median for a few stretch �from Nityapat Chuthek till BJP office turning.
Road median construction works till Paona Bazar turning point is afoot.
At the same time, expansion work of NH-39 stretch from Singjamei to near MU Main Gate is undergoing without any tender process and without sanction from the Ministry concerned.
The stretch of the highway is widened by 15 metres each on both sides.
Source from PWD said that expansion work of the 3.3 kms stretch of NH-39 is taken out as emergency work.
The source admitted that there was no tender process nor sanction from the Ministry.
There is no work order either.
It may be mentioned that the periodic renewal of work from Singjamei to Manipur University section of Imphal-Moreh highway was de-sanctioned by Ministry of Road Transport and Highways (MoRTH) for fraudulent allotment of contract works.
The State PWD may no longer be assigned highways construction works if it continues to commit blunder in tender process.
