Posers raised over promotion process

One day after the Government notified the promotion of 24 Manipur Finance Service from Grade III to Grade II, posers have been raised on the modalities of the promotion process.
Talking to The Sangai Express, a reliable source said that the promotion was actuated primarily on the basis of Annual Confidential Report of the MFS officers and alleged that there is enough room for manipulation here.
Elaborating, the source alleged that this contravenes amendment rule 30 (ii) of MFS rules, 1998, which clearly says 'A member of the service in Grade III shall be eligible for promotion to Grade II after he has put in a minimum period of 4 years in Grade III subject to passing of departmental examination, prescribed under Rule 22' .
Questioning the rationale of the promotion process on the basis of the ACR, the source said that before the said rule was amended, promotion was to be effected in 'consultation with MPSC on the basis of merit with due regard to seniority' .
This should render the remarks on the ACR null and void for the promotion process, alleged the source.
The source further alleged many of the promoted officials received 'outstanding' in their ACRs.
What are the parameters for 'outstanding' questioned the source and alleged that there is enough room for manipulation here as the employees themselves had to get the ACRs from the respective senior officers/heads.
The Department of Personnel is supposed to do the ground work for preparing the ACRs, but it was left to the employees themselves to carry the files and run from pillar to post to get the required report for the last four years.
This not only gives room for favouritism but also defeats the 'Confidential' term in the ACR, alleged the source further.
ACRs are to be submitted each year before the end of the financial year, but this norm was not followed, alleged the source and added that it was only when the DPC was set to be held that the employees had to get their ACRs for the last four years.
