Imphal, June 29 2022:
Reacting to the alleged misleading statements and information shared to the public by Union minister of state for communication Devusinh Chauhan with regard to developmental works taken up under Aspirational Districts Programme (ADP) in Chandel on June 26, People's Grievances & Reform Committee Chandel District (PGRCCD) has urged Prime Minister Narendra Modi for proper execution of ADP in Chandel district.
In an open letter addressed to the PM and the Union MoS for communication on Tuesday, PGRCCD vice chairman SNG Lumdil, secretary Wango Kohring Victor and information and publicity secretary TS Beton urged the PM to take immediate action under ADP in Chandel district with regard to health & nutrition, education, agriculture & water resources, information & technology, postal services, financial inclusion & skill development and basic infrastructure.
PGRCCD highlighted various incomplete projects along with lack of infrastructure in the district including GNM Nursing School at Chandel Christian village; up-gradation of 50-bedded Chandel District Hospital to 100-bedded along with lack of facilities and doctors in both the hospital and eight PHSCs of the district; failure of Jal Jeevan Mission; shortage of fertilisers and scarcity of irrigation water; insufficient staff at postal offices; failure of MGNREGS; delay in providing financial assistance in MSME sector; Ima Market, Japhou Bazar, Chandel remaining unused even after three years of inauguration; non-inauguration of Kankhu Women Market building after completion in 2020; delay in completion in construction of G+1 Tribal Boys' Hostel at Chakpirakrong Higher Secondary School; non-implementation of Eklavya Model Residential School project; need of permanent building for KVS Chakpikarong; deplorable conditions of 196 government primary schools in the district; pending construction of District Sport Complex, Chandel Christian village since 2009-10; failures in implementing low cost latrine project, construction of all-weather proof house for poor households; absence of drainage and waste disposal system and lack of access to all-weather road connectivity to Chandel district headquarters in almost all the remote villages of the district, it added.
PGRCCD also mentioned that the root cause of failure in development works is due to incompetent officials heading the government institutions.
They do not care to improve the institutions they are responsible for, nor are they held accountable for failing to discharge their duty, the Committee claimed and urged PM to priorities important institutions, hand them over to people who the citizens trust and monitor the progress.
Most of the progresses as claimed in Chandel presented to the PM are in paper only.
So, failure to check the institutions will be failure for declaration of Chandel as 'Aspirational District' in the state, it further asserted.
