Chandel ADC chairman declared despite Govt's order to postpone event

Despite the State Government issuing an order to postpone the election of District Council Chairman, Ksm Mathew Maring was elected and declared the Chairman of the Chandel District Council at the Office of the Autonomous District Council (ADC) located at Monsang Pantha on Wednesday.
Government nominated Election Presiding Officer Ringo Dilbung who is also an elected ADC member from 10-Aihang District Council Constituency declared Ksm Mathew Maring, a leader of the Democratic Alliance of Chandel as the Chairman of the District Council elected.
The uncontested election followed the invalidation of nomination paper of former ADC Chairman Lhukhosei Zou during the process of scrutiny.
Speaking to the media persons, Ringo Dilbung Presiding Officer said that the election of ADC Chairman was done in pursuance with the government Order No.16/3/2015-Hills dated September 7, 2015 and Order Vide No.DC (CDL) ADC-01/15 Chandel, September 8 and in compliance to the Notice No.3/CHAIR/ADC-CDL/2010 Chandel dated September 7 .
No written information about the postponement of the election was received till 12 noon except a verbal communication from Deputy Commissioner Chandel for postponing the election of ADC Chairman.
As such, the process of filing nomination and scrutiny process of the election was formally conducted, Ringo Dilbung said.
He said that during the scrutiny, the nomination paper of Lhukhosei Zou who was proposed by Ch Meshil Maring and S Tongpao Mate was found invalid as one of the proposers' name was wrongly entered in the space provided for entering the name of the candidate for the election to the post of the Chairman.
Whereas, the Nomination paper of Ksm Mathew Maring has been found valid and his candidature for the Chairman post was cleared, added the Presiding Officer.
Ringo Dilbung pointed out that since the nomination of Lhukhosei Zou was rejected and there is no other eligible candidate other than Ksm Mathew Maring, there is no need of going for election by way of ballot as prescribed by Rule 3 (6)(1) of 1972."As such, by virtue of the power conferred to me, I declared Ksm Mathew Maring ADC member from 5-Rilram Centre DCC as the Chairman of Chandel ADC elected uncontested", declared the Presiding Officer.
After declaring Ksm Mathew Maring as the Chairman of Chandel ADC, several well wishers, ADC Members, volunteers and members of NPF accorded a warm reception to the newly elected Chandel ADC Chairman.
Meanwhile, a team of media persons met Deputy Commissioner Chandel to inquire about the Government's order on postponing the election.
DC Chandel Robert Kshetrimayum said that the election for electing the Chairman of ADC was scheduled to be held on Wednesday.
However, the State Government postponed the election due to the 60-hours Hill Area Bandh and accordingly Principal Secretary (Hills), Government of Manipur issued a notification in this regard, he added.
