Imphal, June 28 2014 :
Reacting to the news report appeared in Hueiyen Lanpao on its Saturday edition on the alleged failure of the authorities concerned to appoint the Headmaster for Malom Mega Government High School that has resulted in non-clearance of salaries of the teachers and other staffs of the school for more than five months, an official from the Department of Education (S), Government of Manipur has blamed the Sub-Treasury Officer (STO) for not passing the bill to clear the due salaries.
The official clarified that non-payment of due salaries to the teaching and non-teaching staff members of Malom Mega Government High School cannot be related to the issue of appointment or non-appointment of Headmaster of the school.
He said the STO concerned did not pass the salary bill prepared and submitted by ZEO Wangoi.
According to a standing order issued by the Government, the ZEOs concerned should act as DDOs while releasing salaries for the teachers and other staff members of the schools which have no Headmasters, the official pointed out.
For Malom Mega Government High School, a report sought by Education (S) from ZEO Wangoi on the non-clearance of the due salaries has revealed that the STO Wangoi has withheld the salary bill, saying that the bill process cannot be done without declaration of the DDO concerned, he said.
The official made it clear that it is the duty of STO Wangoi to clear the salary bill because the Government order clearly says that the ZEO concerned should be the DDO in-charge for Malom Mega Government High School.
