Gauhati High Court, Imphal Bench has ordered enquiry into killing of three youths by the Manipur Police Commandos in May 2008 to First Tract Court, Manipur east and submit the report within six month period.
Three youths-Thangboi Kipgen son of Letkhoi Kipgen of New Keithelmanbi, Asem Birkram son of A Ibopishak of Khumbong Makha Leika and Kolom Bishwarup of Khumbong proper- were gunned down by a team of Imphal West district police commandos around 1.45 pm of May 28, 2008 .
Alleging that they were killed by the police commandos in extra judicial manner, families of deceased Thangboi and Bikram submitted writ petitions separately to the high court with the prayer for justice.
The high court admitted the petitions filed on November 17 last and order enquiry into the incident after the hearing was conducted on Friday last.
Principal secretary (home), Manipur government, state DGP and Imphal west district SP were respondents of the petitions.
After hearing the arguments of counsels of the both the petitioners and counsels, a division bench of the Gauhati High Court comprising judges, Justice T Nandakumar and K Theruno ordered the enquiry into the incident to the First Tract Court, Manipur east and submit the report with six month time from the date of issue of the order.
The ruling of the court also asked both petitioners and respondents to appear and submit their affidavits and other necessary documents to the First Tract Court tomorrow (November 30) .
In her petition, Henei Kipgen, mother of the deceased Thangboi stated that an armed person in civil dress who later turned out to be police personnel took away her son from the house at gun point at a Maruti car and proceeded on the NH-53 .
While she was informing the matter to the elder sister of deceased Thangboi at Keithel Manbi, police commandos in three Gypsy vehicles along with the civil dress personnel arrived at the place and gunned down three youths who, Thangboi also one.
Recalling the incident, Henei through her counsel, advocate Maibam Paikhomba prayed the court for awarding appropriate punishment to the police commandos involved in the killing of her son and direct the government for adequate compensation to her family.
In the writ petition filed Ibopishak, father of Birkramjit stated that his son Bikram was killed after abducted from the house of his friend Dongkholan Haokip's house at about noon of that fateful day by the police commandos.
