Solid waste collected from clusters will be used for power production: MAHUD Director

Municipal Administration, Housing and Urban Development (MAHUD) Minister Thounaojam Shyamkumar handed over 26 Tata Ace Hopper Tipper and five Tata LPK 912 to the elected members of seven Urban Local Bodies (ULBs) at MGT Tata Motors, Tiddim Road today.
The vehicles will be utilised for collecting waste from the seven ULBs of Thoubal, Lilong Thoubal, Andro, Yairipok, Sikhong Sekmai, Wangjing and Heirok which comes under Cluster B.North Eastern Council (NEC) has released Rs 4.12 crore as the first instalment which is 40 percent of the total central share of Rs 11.46 crore for the project, under the NLCPR (Non-Lapsable Central Pool of Resources) scheme.
The fund sharing ratio between the Centre and the State is 90:10 .
Speaking at the event, Shyamkumar said that collective efforts of the elected members as well as the public are needed to keep the towns neat and clean at the various urban local bodies.
Urging the elected members to follow the guidelines and keep the vehicles in a good condition, he said that healthy competition among the urban local bodies will certainly improve the quality and bring development in all towns.
Meanwhile, M Joy, secretary MAHUD advised the elected members to utilise the vehicles as per the guidelines issued to the ULBs.
He said that the vehicles should be used only for the purpose of solid waste management and the maintenance of the vehicles will be done by the concerned ULBs from their respective funds.
Th Harikumar, Director, MAHUD said that the vehicles distributed today will be used for collecting segregated waste from door to door at the seven ULBs.
Informing that 30,000 waste bins will be distributed for the Cluster B, he said that 10 meter capacity 15,000 each separate waste bin of blue and green colours will be distributed to seven urban local bodies for segregation of waste at the source.
He informed that all the waste collected from Cluster B will be kept at a secondary collection station, which is undergoing construction at Thoubal.
Harikumar said that a compactor machine will corn-press the waste that will be later taken to the Solid Waste Management Plant at Lamdeng Khunou in Imphal West for generating electricity.
He informed the fund to procure compactor machines will be provided in the second instalment.
Conveying that 27 urban local bodies in the valley areas have been divided into four clusters namely A, B, C and D, Cluster A includes urban local bodies in Imphal area, Cluster B in Thoubal region, Cluster C in Bishnupur and Moirang regions and Cluster D in Mayai Lambi, Kakching, Sugnu regions.
Moreh and Jiribam are not included in the clusters owing to geographical locations, he said adding that they will have their respective stand-alone mini solid waste management treatment plant.
Harikumar said that the waste collected from all the clusters will be taken to Lamdeng Solid Waste Management Plant, which is a Private-Public-Partnership (PPP) model, in compact form to produce electricity, which will be bought by the State Government.
In the first phase which is under trial, 1 MW (Mega Watt) electricity is produced from the waste collected from the cluster A.At present, 120 metric tonne of solid waste is produced daily in the Imphal area, he said.
He said for the second phase, 200 MT solid waste will be needed for the production of 2 MW electricity which can be acquired from the Cluster B and for the third phase 300 MT solid waste is required for the production of 3 MW electricity which can be added from all the clusters.
He said that when the solid waste to electricity project becomes fully operational, the plant will be run in two shifts to produce 3 MW electricity.
