Kishorechandra petition : SP Sajiwa Jail impleaded as respondent

Division Bench High Court of Manipur, on February 22, ordered SP Central Sajiwa Jail to be impleaded as a respondent in the writ petition filed before the Court challenging the order for detaining Kishorechandra Wangkhem under NSA, apart from listing the matter for further hearing on February 28.The order was passed by Division Bench comprising of Chief Justice Ramalingam Sudhakar and Justice Kh Nobin.
During the hearing, the Division Bench heard S Chitaranjan, counsel of the petitioner and M Kumarjit, Advocate General Manipur, for the respondents.
After hearing the submission of both counsels, the Division Bench decided that to come to a conclusive decision regarding the present case, SP Sajiwa Central Jail should be impleaded as a respondent.
Accordingly SP Central Jail Sajiwa was impleaded as respondent number 4 in the case and N Kumarjit accepted the notice on behalf of the newly impleaded respondent.
The Court also directed the newly impleaded respondent to file an affidavit.
The Division Bench also directed the Registrar of the High Court to request the Chief Justice to constitute a special bench on February 28 and listed the matter on that day.
It may be mentioned that the Division Bench, on Dec 21 last year, admitted the writ petition filed by Kishorechandra Wangkhem challenging the order passed by DM Imphal West on November 27 (last year) under which he has been detained under the National Security Act 1980.The writ petition was filed by the petitioner against District Magistrate Imphal West, Chief Secretary and Under Secretary, Ministry of Home Affairs (Department of Internal Security) and prayed for quashing the detention order of Nov 27, the approval order of NSA on Dec 7 and the confirmation order of NSA on December 14 as well as to release Kishorechandra if he is not wanted in any case by issuing a habeas corpus writ.
