Cong vows better Manipur, AFSPA repeal

The Indian National Congress (INC) has released its manifesto for the 12th Manipur Legislative Assembly in a function held at Congress Bhawan here on Friday.
CLP leader and former chief minister 0 Ibobi, Manipur Pradesh Congress Committee president MLA N Loken, AICC senior election observer Jairam Ramesh and AICC Manipur in-charge Bhakta Charan Das jointly released the manifesto.
Speaking on the occasion, Jairam Ramesh maintained that the manifesto is a promise to bring back true value of democracy and protect the diversity and people of the state.
It is a promise to ensure triple cropping to improve the lives of farmers and to provide more jobs to the youth of the state in different sectors.
It is a promise to revive the defunct industries in the state and to improve the economy of the state as well as the economy and living standards of the public.
Only Congress government can save the people of the state from the hardships induced by the hyped double engine government.
The state needs a change and Congress can bring that change which will take forward the state from dark shadow of the double engine government to the path of light.
The manifesto is a promise to bring hope among the people of the state, he said while assuring of bringing improvement in healthcare, tourism, education, trade and industry, energy, entre-preneurship, farming and econofhic sectors among others.
Bhakta Charan Das said that the manifesto was prepared after collecting suggestions and opinions from the public belonging to different walks of life through vigorous efforts from the grassroots level.
It reflects the sentiment and aspirations of the public and it is not only a poll promise but a pledge to translate every promise into action and deliver to the public.
The party will ensure that the people of the state enjoy their democratic and fundamental rights to the fullest.
Issues pertaining to the state will be sorted out through dialogues in order to bring peace and tranquillity in the society, he added.
Later, 16 campaign vehicles were also flagged off for different assembly constituencies.
The manifesto categorised as goals includes making Manipur self-sufficient in rice production; ensure all one-crop farmers become at least two-crop or three-crop farmers by improving irrigation facilities; attract half a million tourists per year; make Manipur free from power cuts and power shortage; promote at least 5000 MSMEs yearly, particularly for the local food processing industries; create 50,000 new jobs per year for youth; one-third reservation for women in all government employment/jobs; provide minimum infrastructures standard to all Primary Schools; universal access to drinking water; formulate 'Project Emerald Fishery' Scheme to develop terrace pisciculture in the hills; and develop satellite towns around the capital city.
In the key promises category, the INC emphasises on setting up if State Food & Essential Commodities Corporation; formulation of Manipur Cultural Diversity Policy; Preserve Unity and Integrity of Manipur; Free Critical Medical Treatment for Children; Equivalency Certificate for Selected Vocational Training Institutes' Courses to Higher Secondary Schools Certificate; Department of Personnel, Public Grievances and Pensions; Creation of Manipur Regiment; One time 3 years Upper Age Limits Relaxation to Unemployed Youth Due to Pandemic; Creation of State Forest Development Corporation;, Review and Update of the List of NFSA Beneficiaries; Urging the Government of India to Repeal AFSPA; Minimum Wages Regulation for Healthcare Workers in the Private Sector; Flood and Irrigation State Master Plans; Compensation for Wrongly Detained Media Persons; Protect the Rights of the Linguistic and Religious Minorities; Creation of Manipur Trade Centre; Overnight Shelter Homes for Unorganized Workers; Introduction of Online FIR and Tracking; Formation of Manipur State Energy Policy; Creation of Loktak Lake Research & Training Centre; Establishment of District Guest House for Every Hills District in the State Capital; Mountain Economy for an Integrated Development of the Land and People of the Hill Districts; Development of Super-Specialty Infrastructures; Organisation of Senior's and Veterans' Sports Meet; Up gradation of Manipur Science & Technology Council as Technology Vetting Agency; Provision of Free Legal Service for Senior Citizens; Prioritising Economy Growth; Management of Value Added Tax Rate on Diesel and Petrol to Control, Food & Essential Commodities Price Rise; Promotion of 'Sign Language' used by differently Abled Persons; and Establishment of Manipur Staff Selection Commission.
