Insurgent activities hinder pace of devpt in the state: DGP Joykumar

Imphal, July 23 2010:
Six hardcore underground cadres formally surrendered before the state DGP, Y Joykumar, IG AR (South), Maj Gen C A Krishnan and Commander of 9 Sector, Brig Gajendra Prasad at a simple ceremony held at IG AR complex at Mantripukhri today.
The surrendered underground cadres included two of KYKL, namely Ratan @ Prem, son of Late Mangolijao and Army No.2606, batch no.26 and Khaidem Yalma @ Suraj, three cadres of PULF(Azad)�Md Apik @ Khan, son of Md Abdul Matlib, Md Riyajuddin, son of Sh Razauddin, Bogamayum Manarwak Ali, son of B Abdul Salam and one cadre of KDF(U)�Nogthombam Nikan @ Nanao, son of N Kokobi.
They also surrendered one AK 47 Rifle with a magazine and five 9 mm pistols with magazines.

The surrender of these militants is the eventual outcome of long and sustained efforts by 9 Sector Assam Rifles under the aegis of HQ IGAR (South), in motivating the relatives and militants to enable them to join the mainstream, stated a press release of the PRO, IG AR (S) .
DGP, Y Joykumar, in his speech on the occasion, welcomed the six youths to the mainstream of the civil society.
The increasing trend of surrender of underground cadres in the last around one month is a good sign of the situation returning to the normalcy gradually.
Acts of extortion and threatening of the people by the underground outfits disrupt peace in the state.
Such activities disturb peace and tranquility of the people, DGP Joykumar said.
He went on to assert that many youths in the state joined the underground groups out of certain dissatisfaction with their families.
In the seventies, people used to extend support to the insurgent groups but now-a-days people have stopped extending support to them.
Increasing trend of excessive acts meted out by them towards the people is the reason behind it.
People are fed up with the undergrounds, he observed.
Knowing that the state lacks in resource, the Government of India has invested huge funds putting it under special category states.
But the undergrounds are disturbing the development process.
As a result of it, the state is lagging behind in development.
Leaders of the underground groups are amassing huge wealth, and leading life of luxury.
But now, it will not be possible further as people have realised it.
They are unable to move freely as the security forces are everywhere, he said.
Reiterating that peace is needed for development, the DGP appealed to the people to the youths who have been misguided to return to the mainstream.
IG AR (South), Maj Gen, CA Krishnan said that the peaceful surrender of the underground cadres with arms would definitely be a guiding beacon for other militants not in SoO with the government to follow suit and bring peace and harmony in Manipur.
Such surrender events would further pave the way for other misguided youths to follow suit, he added.
