Imphal, April 17 2019:
In a reply to the show cause notice issued to Chief Minister N Biren Singh for alleged violation of Model Code of Conduct, the Personal Secretary to the Chief Minister has claimed that the allegations mentioned by INC candidate O Nabakishore in the complaint, are false, baseless and a malafide attempt to cause undue harassment to the CM.
The reply submitted by the Personal Secretary to the Chief Minister, to the RO, clarified that the allegations made against the CM by O Nabakishore in the complaint, are false and baseless.
It mentioned that Nabakishore himself, during a discussion programme in a popular TV channel on March 27, made many false allegations against the CM and the State Government trying to paint a picture that the BJP Government, led by the CM, has not given any reason for removing him (Nabakishore) from the post of Chief Secretary.
Nabakishore had alleged that a non Manipuri outsider was brought in to fill his place and that he was victimised and his career was ended by the BJP Government, it added and clarified that all the statements and claims made by Nabakishore are false and baseless as the Government order was only a transfer order and not a termination order and a transfer order can be issued by the Government in public interest as and when deemed necessary.
It further stated that on March 29, the CM gave a reply to the questions raised by Nabakishore stating that he (Nabakishore) had become a subject of charges of corruption, amassing assets and properties disproportionate to his income.
It continued that Nabakishore is named as an accused in an FIR in connection with financial irregularities, regarding the functioning of the MDS while he was the Chairman and the fact of the criminal proceedings against him was brought out by the candidate himself in his nomination paper.
There is no violation of the MCC as the CM's statements merely reiterated what is true and what has been disclosed by Nabakishore himself in his nomination papers, it added.
Clarifying that the words 'desh drohi' was never used against Nabakishore, it alleged that the statement of the CM seems to have been manipulated to wrongly portray another meaning.
Some of the words have been taken out of context, it added.
It further alleged Nabakishore of appealing to regional feelings and that he himself has violated the MCC by raising the issue of bringing in a non Manipuri to replace him.
The statement made by the CM is not meant to harm Nabakishore's reputation and none of the statement is defamatory, as claimed, it added.
The Chief Minister also rebuked all the allegations and claims made by Nabakishore as false and completely bogus.
