Imphal, September 18, 2012:
The individual slain in a reported encounter with Imphal East commandos on Yourabung-Kharasom road under Lamlai police station in the night of September 16 has allegedly turned out to be a PREPAK cadre who surrendered to IG AR (South) along with arms lastyear.
Takhellembam Govind, aged about 30 years s/o Dara of Takhel Mamang Leikai had surrendered to IG AR (S) and was staying in a post of 23 Assam Rifles before he came home after obtaining outpass.
In the meantime, taking strong exception to the killing of Govind, a protest demonstration was staged today at Takhel community hall.
A joint action committee has also been constituted.
According to Nilasakhi, mother of late Govind, her son was called out by one Amom Aken of Takhel Maning Leikai in the afternoon of September 16 on the pretext of feasting together.
Aken has close nexus with police and he sent Govind the pretext of feasting together.
Aken had close nexus with police and he sent Govind to procure liquor after giving the former his Kinetic Honda scooter and a Rs 500 note.
Nilasakhi questioned how his son who went to buy liquor was round at Kharasom.
At first, Govind was working for RPF but he retired due to ill health.
But he was coaxed allegedly by Aken to join PREPAK and he had been jailed twice as a PREPAK activist.
At one instance, Govind met with a team of 23rd AR when he was quarrying near Maphou Dam.
With full knowledge of the family, Govind was made to surrender to the Assam Rifles.
Meanwhile, the JAC has resolved not to claim the corpse of Govind until Aken is arrested.
The particular Kinetic Honda scooter reportedly recovered from the encounter site was the one given by Aken to Govind but police are yet to pull up Aken.
Contending that Govind had no link with any UG group when he was shot dead, the JAC demanded that the Government should provide compensation to the bereaved family.
Notably, police claimed that one 9 mm pistol and a hand grenade were recovered from the encounter site.
