JAC discusses 7th Pay with Chief Secretary

JAC of AMTUC and AMGEO, which has been spearheading the indefinite ceasework strike demanding implementation of 7th Pay in the State, held its first meeting in a long time with the State Government at the office of the Chief Secretary at Manipur Secretariat South Block today, following the assurance by the State Government to revoke all bans/prohibition against the JAC leaders as well as an invitation to come fora talk.
The representatives of the State Government, led by Chief Secretary Dr J Suresh Babu, also included Principal Secretary (Finance) V Vumlunmang, Commissioner (Higher and Technical Education H Deleep Singh as well while the JAC was represented by a 15 member delegate led by consultative committee chairman Soraisam Keshoram and secretary general Laitonjam Biken.
During the meeting, the JAC representatives brought up many of the points which were unacceptable as well as those which were acceptable with regard to the order issued by the Principal Secretary (Finance) on July 28.The representatives mainly brought up the JAC's demand regarding implementation of 7th Pay for the State Government employees and pensioners from January 1, 2016 along with fitment factor 3.68 and arrears, during the meeting.
The JAC's 22 point charter of demands was also thoroughly discussed with the State Government representatives.
Even though a definite conclusion was not reached between the two parties today, the State Government has shown interest in the points raised by the JAC and the next round of talks between the Government and the JAC will be held on August 18, at 3 pm.
It may be mentioned that during the indefinite ceasework strike demanding implementation of 7th Pay in the State, three employees association, namely Manipur Government Services Federation, Manipur Secretariat Services Association and Manipur State Pensioner Union, signed an MoU with the State Government on June 8.Following the MoU, the Pay Implementation Cell of the State Finance Department issued an order on July 28 announcing the implementation of 7th Pay from April 1, 2020 with fitment factor 2.57 .
The order also informed that from April 1, 2019 to March 31, 2020, the employees would be provided the pay same as the earlier rate.
However, the JAC of AMTUC and AMGEO had declined to come to an agreement with the State Government until and unless the warrant of arrest issued against is leaders as well as various other issues were resolved first.
