Imphal, February 12 2020: Session Judge, Imphal West, today, granted interim bail to the Pradhan of Bamon Kampu Gram Panchayat, identified as Naosekpam Rabi, on medical ground for 62 days (till April 14) following his execution of a PR bond of Rs 1 lakh along with a surety of the same amount.

Mention may be made that Naosekpam Rabi and one Khunjamayum Helen were arrested in connection with the brutal murder case of Khunjamayum Arun (Helen's husband) on April 23 last year at Siphai Lou, under Irilbung PS.

The Court ruling came after it reserved Rabi's bail application from February 10.Rabi, through his counsel, had prayed for his release on medical ground.

During the proceeding today, Rabi's counsel submitted that Rabi was arrested on April 23 last year and since May 4, he has been in judicial custody.

The counsel stated that the medical officer, in his report dated November 25 last year, advised Rabi for a colonoscopy and added that in another report dated December 17, the medical officer advised Rabi to undergo angiography (revascularization) at the earliest.

The counsel also submitted that State Medical Board report stated that Rabi is suffering from coronary artery disease and he was advised to undergo further investigation including coronary angiography (revascularization).

As the facilities for the treatment are not available in Manipur, the counsel prayed for Rabi to be released so that he can receive proper diagnosis and treatment outside Manipur.

On the other hand, the APP of the State contended that as per the report of the State Medical Board, no surgical intervention is needed at present and as such, there is no immediate danger/ threat to Rabi's life.

The APP also maintained that EPH study is available in the private hospitals in Manipur and prayed for rejecting the bail application.

After carefully going through the submission of both side and the case records, the Court decided to grant an interim bail for 62 days to Naosekpam Rabi, till April 14, upon executing a PR bond of Rs 1 lakh along with one surety of the same amount.

It is worth noting that the same Court had rejected a bail application filed by the wife of the deceased on December 30 last year.
