SoO cadres to be given passes for day out

The Government of Manipur has given instruction that all the cadres of the Suspension of Operation (SoO)-signatory UG groups, who are staying in designated camps, should seek prior permission of the Superintendents of Police (SPs) concerned if they want to go from one district to another.
The instruction was given to the leaders of five SoO-signatory UG groups during joint meeting held at the banquet hall of Ist Manipur Rifle here today.
Accordingly, the Government would be issuing pass cards for day out to the cadres staying in the designated camps if they want to go anywhere.
During the meeting which was held from 10 am to 2 pm, Principal Secretary (Home) Dr J Suresh Babu, Additional Director General of Police LM Khoute (Nodal Officer), Inspector General (Intelligence) KT Vaiphei, Superintendent of Police (CID) Special Branch Achin Haokip and Deputy Superintendent of Police (CID) Special Branch Maheshwori Devi attended from the side of the State Government.
From the side of the SoO signatories, Chairman of United Revolutionary Front (URF) Lalheiba Meitei, Home Secretary Rohini Meitei and Chief of Finance Chingkheinganba; Chairman of Kanglei Yawon Kanna Lup-Military Defence Force (KYKL-MDF) Athouba, Finance Secretary Deepak and Publicity Secretary Malemnganba; General Secretary of Kangleipak Communist Party-Lamphel (KCP-Lamphel) Taibanganba and Army Chief City Meitei; Chief of Army Staff of KCP-Nongdrenkhomba group Guru and Acting Chairman of United People's Party of Kangleipak (UPPK) Lemba, Publicity Secretary Khuman Laishramcha and Defence Secretary Konthou took part in the meeting.
After the two-hour long meeting during which various issues were discussed, the two sides agreed that the task of issuing the pass cards for day out to the cadres of the SoO-signatory groups, who are now staying in different designated camps, be handed over to the leaders of the respective camp authorities.
The two sides also agreed that legal action be initiated against any cadre who are found involved in illegal activities during their day out as well as against security forces if any harassment is given to any of the cadres without any valid reason.
They also agreed that the monthly stipend of Rs 4,000 given to the cadres should be withdrawn using the joint bank account of each group.
