Court orders probe in alleged fake encounter

The Gauhati High Court, Imphal Bench today ordered an inquiry into the alleged fake encounter killing seven youths by AR troops at Andro Sanapat area in Imphal east district in 2009. Among the seven killed by 28 AR troops in the intervening night of October 31 and November 1, 2009, Oinam Anand Meitei aka Girani Meetei and his cousin brother Maipaksana of Ishikha were allegedly picked up from their respective houses before they were killed.
Oinam ongbi Yaimabi Leima, the mother of deceased Anand, in her petition to the Gauhati HC alleged that her son was picked up by the AR troops on the intervening night of October 22 and 23, 2009 from her house at Ishikha Mayai Leikai.
On the same night, she along with 30 others went to the Porompat PS in an effort to trace out the whereabouts of Anand and his cousin Maipaksana.
They lodged a report with the Imphal East SP on the next day.
The SP then sent messages to the COs of AR and OCs of his PSs under his jurisdiction, asking them if the duo had been picked up by them and if so to hand over them.
Maipaksana's father also lodged a complaint with Heingang PS.
The AR had staged a fake encounter at Andro Sanapat area in the intervening night of October 31 and November 1, 2009 and killed Anand and Maipaksana with five other unknown persons.
The AR gave a false report to the Yairipok PS that they killed seven UGs in an encounter, Yaimabi Leima alleged in her petition.
She filed the petition under the initiative of the Human Rights Initiative, Manipur through her counsel advocate Maibam Paikhomba Meetei against the false report of the AR.
Respondents of the petition are Union Defence Ministry, IGAR (S), CO, 28 AR, state Principal Secretary (home), DGP, Imphal East SP and Thoubal SP.
After hearing the petition on Friday, the court directed the District Judge, Manipur East to inquire into the case and submit the report within six months.
Both petitioner and respondents were also directed to appear in the court of District Judge on February 2.
