In an unprecedented proceeding, Manipur Human Rights Commission has issued bailable warrant of arrest directing one Ch Ibopishak Singh, a retired SDC for his appearance before it on October 19.The rights panel headed by its chairman Justice (retd) WA Shishak issued the warrant on September 22 after Ibopishak failed to appear before the panel on August 17 despite having served summon to him on July 4.The Commission had also informed him through Singjamei Police Station by way of serving fresh summons for his appearance before the panel on September 20.But Ibopishak did not responded, said Commission sources.
