ADC Chairman decries impediments

Even as Autonomous District Councils have been re-activated and the Government has devolved several powers to the ADCs, the ADCs have been unable to implement many development programmes fully or properly due to disturbances by some elements, stated Chandel ADC Chairman Lhukhosei Zou.
Speaking as chief guest at the closing ceremony of Autumn Sports Meet 2011 held Sita Government High School ground yesterday, Lhukhosei lamented that the Chandel district remained most backward among the hill districts of Manipur.
Even as some minor works have been implemented, any district level project or programme could not be executed properly till date.
Though the Government has sanctioned many development programmes for development of Chandel district, some people have been posing serious hurdles thereby impeding development, Lhukhosei Zou said.
He appealed to all concerned to shed this negative mind-set and work collectively for equitable development of all the districts.
Saying that there were reports of many teachers staying away from Primary Schools located in Chandel district, the ADC Chairman stated that all the substitute teachers would be removed before commencement of the next academic session so that quality can be imparted to students.
Claiming that the Nagas and Kukis, leaving behind the years of conflict, have come to the path of peace, Lhukhosei appealed to all the people to work together to avoid any misunderstanding between the two communities in the next Assembly elections.
He appealed to all concerned not to add any communal tone to the elections.
Pointing out that the Congress party is in power at both the Centre and the State, he called upon the people to elect Congress so that more and more development programmes can be taken up.
In his presidential speech, former Minister DK Korunthang Maring appealed to all the people not to pose any hurdle when candidates go for election campaign from one village to another.
He exhorted the people to keep development in mind and vote for the candidates of their own choice.
Later, the chief guest distributed prizes and certificates to winners of the sports meet.
Earlier, Lhukhosei Zou inspected the LP Schools located at Phalbung and Lamjang Tombi and informed the local people that necessary programmes have been incorporated in the Government's plan to upgrade the two schools to the level of High Schools.
