Letpao presents project reports to Gadkari

State Water Resource Minister Letpao Haokip attended a meeting of Water Resource Ministers of the seven States of North East with Union Minister Nitin Gadkari today at Transport Bhawan, New Delhi.
Speaking at the meeting, Letpao Haokip said that the State is implementing two important projects included amongst the 99 priority projects under PMKSY namely Thoubal Multipurpose Project and the Dolaithabi Barrage Project.
Highlighting some issues of Thoubal Multipurpose Project, he said the barrage portion of the project has al- ready been completed and commissioned in 1991.He continued that the Spillway and Dam portion are also completed while the completion of the canal system and water transmission system are in the advance stage.

The Minister also highlighted that AIBP proposal for sanctioning Rs 74.366 crore only was already submitted to the Ministry based on the effective: budget of the project amounting to Rs 87.791 crore based on the amount reflected in the BE stage.
He continued however that the budget of the project in the Revised Estimate has been enhanced from Rs 113.425 crore to Rs 256.925 crore, an increase of Rs 143.50 crore.
He also said that the State matching share, which was Rs 13.425 crore in the BE state and enhanced to Rs.14.305 crore in the RE stage, has already been sanctioned and released by the State Government.
Accordingly, a revised AIBP proposal has already been submitted to the Ministry for release of Rs 100 crore as Central share in a single installment, he said requesting the Union Minister to release the entire amount as Central share one installment.
Letpao also said that the Government of India has also approved the 6th Revised Estimate of the project with AIBP component of Rs 1726.79 crore only under Fast Track Performa Clearance.
He also said that the cost of the AIBP component of the project has increased by Rs 277.35 crore as compared to the 5th Revised approved cost of AIBP component.
He further observed that as per guidelines of the Ministry, the quantum of Central share will be frozen as on April 1, 2012 implying that the increased cost of AIBP component approved by the Ministry is to be borne by the State Government.
Since the State has limited resources it will be very difficult to provide the additional amount, said the Minister.
He further urged the Union Minister of Water Resource to consider providing one time assistance for Rs 277.35 crore as AIBP component as a special case.
Regarding Dolaithabi Barrage Project, he said that the barrage portion of the project is completed and the State Government has already submitted AIBP proposal for release of Central share of Rs 13.81 crore only.
The Minister also observed that there is no problem in completion of this project within the targeted period.
