Imphal, June 08 2012:
The State Government has prohibited the Police Department from using police commandos in normal police duties and criminal activities not related with insurgency.
The new initiative is aimed at making the commandos an elite force and use them exclusively in counter insurgency operations.
The same initiative is part of Home Minister Gaikhangam's plan to overhaul the structure and function of the Police Department, informed a police officer.
With police commandos handling all policing works and criminal activities, civil police are facing a situation where their positions can be marginalised to the point of obscurity.
Given this situation, the Home Department has decided to let civil police handle normal criminal activities in place of commandos.
As many commandos were recruited at the recommendations of high-ranking officials and bureaucrats, many of them have been acting quite arrogantly, sometimes disobeying their own senior officers.

Taking due account of the situation, the department has been mulling over the possibility of selecting only the well-disciplined and meritorious personnel to form an elite commando force which cannot be influenced by bureaucrats and politicians.
At present, civil police have 4000 vacant posts and the Ministry of Home Affairs is willing to fill up the vacant posts.
The Home Ministry has already conveyed its desire to the State Government to strengthen the civil police and make them fully functional in the hill districts too.
