MPP lends voice to ILP demand

Manipur People's Party (MPP) has asserted that ongoing Assembly Session should resolved to re-implement Inner Line Permit (ILP) system Manipur to save the indigenous people from domination by migrant population.
Addressing media persons at the party office here today, S Umananda, President of MPP observed that the issue of migrant population in Manipur is becoming a matter of serious concern and that is the reason why many civil society organizations have been launching various agitations to press the demand for re-implementation of Inner Line Permit (ILP) system.
He said MPP is all for re-implementation of ILP system and it has time and again brought up the issue on the floor of the House apart from submitting a memorandum in this regard to the Prime Minister.
He informed that the Constitution of the party has also clearly mentioned that the identity of indigenous people should be protected, and the election manifesto assured re-implementation of ILP.
Contending that demand for re-implementation of ILP is not against the Constitution of India nor it is a new issue in Manipur, the MPP President pointed out that during the time of King Churachand a 'Passport' system was in practiced.
However the system was abolished in November 1950 after Manipur was merged into the Indian Union.
He further pointed out that ILP is presently implemented in Nagaland, Mizoram and Arunachal Pradesh.
With the re-implementation of ILP in Manipur, the income of the state would also be increased.
Implementation of ILP does not necessarily mean complete ban on entry of non-Manipuris.
Expressing concern over shortage of rainfall this time, the MPP President observed that the matter should be discussed in the State Assembly so as to come out with strategy to fight any occurrence of draught like situation in the state.
Experts in the field should be consulted to enable farmers to plough their field and start plantation or else the state may face famine in the following year.
M Maniton, General Secretary of MPP, who was also present at the press conference, elaborated on the need to re-implement ILP in the state as well.
