HC directs NIA to submit progress report

A division bench of the High Court of Manipur has directed the National Investigation Agency (NIA) to submit a detailed progress report of its investigation into the Jiribam massacre of November 2024 .
The division bench issued the directive in connection with a Public Interest Litigation (PIL) filed by one Soram Tekendrajit on the abduction and brutal murder of three women and three children by Kuki-Hmar militants on November 11, 2024 .
The women and the children were abducted from Jokrodhor Karong, Borobekra sub-division, Jiribam district before they were tortured and put to death in the most savage manner by Kuki-Hmar militants.
The PIL was filed by Soram Tekendrajit against Union of India and five others as respondents in November last year and the High Court of Manipur admitted the PIL in November itself.
The PIL was listed for further hearing on July 7, 2025 before a division bench comprising Chief Justice K Somashekhar and Justice Ahanthem Bimol.
During the hearing yesterday, Senior Advocate Kh Tarunkumar and Senior PCCG appeared physically before the Court for the NIA .
The incident occurred on November 11, 2024 and an FIR was registered by the competent authority on the same day.
However, till date, no progress report has been submitted by the investigating agency concerned and no chargesheet has been filed.
Noting that "if the chargesheet is not filed, the matter should be viewed seriously", the Court expressed concern over the apparent lack of progress in the investigation.
A division bench comprising Chief Justice K Somashekhar and Justice Ahanthem Bimol Singh issued the order on Monday after hearing a petition filed by Soram Tekendrajit.
"It has been more than seven months since the incident occurred.
If the chargesheet is not filed, the matter should be viewed seriously," the Court said.
Directing the NIA to submit a detailed progress report, the bench scheduled the next hearing for July 24 .
Suspected Kuki-Hmar militants abducted six persons including three women and three minor children from Jokrodhor Karong on November 11, 2024 and mutilated, dead bodies of the victims were found floating on Barak River one after another.
