MHRC seeks report on Dengue outbreak

The Manipur Human Rights Commission (MHRC) has taken up a suo rnotu case pertaining to the Dengue outbreak in Manipur and issued directions to the Commissioner (Health and Family Welfare) and the Director of Health Services to submit a comprehensive report within 15 days.
According to the Commission, the report must include district-wise data on Dengue cases, including recovered, and deaths; preventive and control measures implemented across the State such as availability of beds, blood components, medicines and medical personnel; status of testing facilities, hospital preparedness, emergency response plan or strategy formulated to contain the spread of the vector borne disease and details of district level nodal officers responsible for Dengue control and coordination.
The matter has been listed for further consideration on November 12, 2025.The Commission observed that the Dengue outbreak in Manipur constitutes a grave public health crisis with the potential to seriously endanger the health, safety, and lives of citizens.
Manipur has recorded 3341 confirmed cases of Dengue as of October 26, 2025 with Imphal West accounting for 2323 cases, it said.
Emphasizing that the Right to Health is an integral and inseparable component of the Right to Life guaranteed under Article 21 of the Constitution, the MHRC underscored that the State has an obligation to protect public health through proactive, adequate, and effective preventive, control, and remedial measures to combat vector-borne diseases such as Dengue.
The reported scale of infections and apparent gaps in preventive measures raise serious concerns about the adequacy, timeliness, and effectiveness of the State's public health response, the Commission stated and emphasized that the matter involves violations of human rights stemming from the failure to ensure public health protection.
