UCs of over 5000 cr yet to be submitted

Imphal, January 05 2018: Utilisation Certificates of grants--in -aid amounting to Rs 5067.15 crore sanctioned to different departments till the end of the financial year 2016-17 could not be submitted till date.

Accountant General (A&E) Manipur D Jaisankar opined that the departments could not submit UCs either due to misuse of funds or lack of proper financial accounts.

Finance Account of the last fiscal year was released today and the AG was speaking at the occasion.

Together with the Finance Account, Appropriation Accounts and Accounts and Plans were released today and the three accounts were tabled by the Finance Minister at the State Assembly on December 22.The AG showed the same accounts to media persons today.

The accounts pointed out that different departments have been unable to submit 503 8 numbers of UCs amounting to Rs 5067.15croretilltheendof2016-17.Out of the total pending UCs, 33.34 per cent are related to Rural Development and Panchayati Raj Department, 16.15 per cent to Tribal Affairs and Hills Department, 10.54 per cent to Power Department, 9.04 per cent to Medical and Health Services and 8.40 per cent are related to Education (S) Department.

Of the total amount of which UCs could not be submitted so far, Rs 1893.14 crore were sanctioned in 2014-15, Rs 1458.98 crore in 2015-16 and Rs 1715.03 crore in 2016-17.AG D Jaisankar remarked that the failure to submit UCs exposed how different departments have been utilising funds.

He also underscored the need for the Government to pay extra attention into the matter.

Failure to keep proper accounts of funds utilised and utilisation of funds for a different purpose when the funds were sanctioned for another purpose may be two possible reasons for the failure to submit UCs in time, said the AG.

Abstract Contingent (AC) Bills for 2016-17 amounting to Rs 1708.50 crore which should be converted into Detail Countersigned Contingent (DCC) Bills could not be converted till date.

This is a serious issue and the Government needs to streamline the way different departments have been utilising funds, said the AG.

There are altogether 923 AC Bills which could not be converted into DCC Bills.

These include 666 Bills for the financial year 2014-15, 121 for2015-16and 136 for 2016-17 .
