Imphal, July 15 2025:
The Federation of All Tribal Youth Clubs, Manipur (FATYCM) has submitted a representation to the Governor and the chief secretary, calling for an urgent review of the allocation under the PMMSY Scheme for the year 2024-2025 .
In its representation, FATYCM expressed serious concerns over what they described as a "biased and unfair" distribution of resources under the scheme, alleging that it reflects a consistent pattern of neglect towards the hill areas of the state.
The federation characterised the allocation as a manifestation of "step-motherly treatment" towards tribal and hill communities, and urged immediate corrective measures.
According to the Federation, the hills areas, despite being geographically larger and vaster, receive disproportionately less attention and benefits from developmental schemes.
This blatant partiality has resulted in the hills remaining underdeveloped, exacerbating regional disparities.
FATYCM then demanded "immediate action to rectify this situation and ensure fair and equitable implementation of schemes across all areas" .
Specifically, it called for a thorough evaluation of scheme implementation across both valley and hill areas, identification and rectification of disparities and bias, the introduction of area-specific development plans tailored to the unique needs and geographical challenges of the hill regions, and greater transparency and accountability in the execution of government programmes.
It emphasised that equitable distribution of resources is essential for balanced regional development, reduction of socio-economic disparities, and the promotion of inclusive growth across Manipur.
FATYCM concluded its representation by urging the state government to take immediate and concrete steps to address the issue.
