Imphal, August 06 2025:
Anal Lenruwl Tangpi (ALT) Chakpikarong Branch has appealed to the state government and departments concerned, particularly the Public Works Department (PWD), Chandel Division and the Public Health Engineering Department (PHED), to immediately stop awarding new tenders to contractors who have failed to complete previously sanctioned projects within the Chakpikarong sub-division, Chandel disrict.
In a release, ALT, Chakpikraong president RT Sainial and general secretary HL Michael decried that despite sanctioned budgets and repeated assurances, critical infrastructure projects in the region remain incomplete, delayed, or abandoned.
Furthermore, completed sections of key projects are often rendered unusable due to subpar construction and complete lack of maintenance, severely impacting the lives of residents.
The ALT branch highlighted key projects either pending completion or executed sans quality control such as PWD supervised roads namely Serou Lamkhai-Salluk via Chakpikarong, L026 - Chakpikarong to Challong Lamkhai (Part I & Part II), L024 - Chakpikarong to Thorcham and MN0253 - Chakpikarong to Thorcham (Part II) as well as the incomplete Chakpikarong Health Centre.
Jal Jeevan Mission (JJM), the flagship water supply scheme has been a 'total failure' in the sub-division.
While official reports claim nearly 90 per cent completion, on-ground verification by ALT across villages reveals that not a single household has received a functional tap water connection, underscoring severe dereliction of duty, meriting transparent audit of the funds allocated, it claimed.
The Anal organisation further pointed out that the construction of the Tribal Girls Hostel under the Ministry of Backward Classes (MoBC) at Chakpikarong also remains incomplete.
"Key roads are unusable due to shoddy work and zero maintenance, affecting mobility and daily livelihoods.
The halt in construction of the health centre and the complete failure of the Jal Jeevan Mission creates a public health crisis.
We see a pattern of zero transparency in fund utilisation and a total lack of public accountability.
This must end now," it maintained.
The ALT Branch demanded that authorities concerned immediately blacklist all contractors who have failed to complete projects or have delivered substandard work; stop issuing any new work tenders to contractors or agencies with a track record of abandoning or failing to complete their previously assigned projects; provide full disclosure of contractor's names, project sanction details, timelines, and expenditure reports; PWD and PHED take swift action to fix accountability for the delays and poor quality of work; and address public grievances and prioritise and ensure the speedy construction of the Kendriya Vidyalaya (KV), Chakpikarong, Chandel district and the completion of the health centre.
"The people of Chakpikarong are no longer willing to accept poor governance, delayed development, and the misuse of public funds.
If these demands are ignored, we are prepared to launch further democratic actions, including filing RTIs, pursuing legal action, and mobilising peaceful protests to demand justice for our people," it cautioned.
