Deadline set for removal of tinted films

Deputy commissioners of Imphal West and Imphal East districts have issued orders directing all vehicle owners to remove tinted films or glasses within seven days, in compliance with a Supreme Court ruling and motor vehicle regulations.
The order, issued under the Motor Vehicles Act, 1988 and relevant sections of the Bharatiya Nyaya Sanhita (BNSS), follows the Supreme Court's 2012 judgment in the Avishek Goenka vs Union of India, which banned the use of black tinted films on vehicle windows, except for individuals granted Z and Z-plus protection and official vehicles of VIPs and WIPs.
Only vehicles with valid exemption certificates issued by the State-Level Screening Committee, constituted by the home department, will be allowed to use tinted films, the order stated, further advising these vehicles to visibly display their exemption certificates on their windscreens.
The DCs further warned that vehicles found violating the order will face penalties under Sections 177 and 182A of the Motor Vehicles Act including seizure of their vehicles, informing that joint teams of the police and transport department will begin enforcement checks soon.
Shops and enterprises have also been barred from selling or installing tinted films in violation of the Central Motor Vehicles Rules.
All previously issued permits have been declared null and void, the order said.
