The event also included felicitation and handing over of appreciation letters from the Ministry of Panchayati Raj to the Chairperson of Administrative Committee of Gram Panchayats who bagged the 1st, 2nd and 3rd positions in the National Panchayat Awards 2023 (at the State level) for the assessment year 2021-22 .
Speaking as the chief guest, Ksh Umananda said that the 73rd Constitutional Amendment Act of 1992 which finally took effect on April 24, 1993 granted Constitutional status to Panchayati Raj Institutions (PRIs) .
Stating that the celebration of National Panchayati Raj Day began in 2010, he highlighted the importance of PRIs while adding that more than 63% of India's population live in rural areas.
India's aim to become a superpower by 2047 cannot be achieved without the participation of the rural populace.
This year's National Panchayati Raj Day celebration is being conducted on the ideals of empowering women, digital transformation and enhancing participatory governance, he added.
In compliance with a recent Supreme Court order, the State Government has issued a gazette notification whereby the two-tier system Panchayati Raj existing in the State will be replaced with the three-tier system.
Aside from the existing zilla parishad and gram parishad, an intermediate level will be introduced, informed Ksh Umananda.
The Director of PR & RD expressed belief that with the installation of the three-tier system, the objectives enshrined in the 73rd Constitutional Amendment Act will be realized on the ground.
