PR has totally failed: Christopher

All India Congress Committee (AICC) Secretary Christopher Tilak has asserted that the President's Rule administration has failed to maintain law and order in Manipur.
Speaking to media persons at Congress Bhavan, BT Road here today, Christopher Tilak said that it is not clear who is governing Manipur at present.
"As I reached Imphal yesterday, an underground group was found calling a bandh all over Manipur", he said.
Although there is President's Rule in the State, there was little movement on roads on account of the bandh called by the particular UG group, he remarked.
It gave a clear picture of the current situation of Manipur, he added.
It appears that even the Governor himself is subordinate to UG outfits, he alleged.
Even though there is President's Rule in Manipur under the Ministry of Home Affairs, the Governor is not able to control anything, Christopher Tilak said.
He said that law and order has collapsed and all Government machinery has failed in Manipur.
The State's economy has collapsed during the last three-four years.
Many youth have been deprived of proper education, he said.
Although there are BJP Governments both at the Centre and in the State, Manipur has been regressing in many aspects.
There are sharp divisions among the different communities.
Although there is a PR administration, the Manipur crisis which is now more than two years old cannot be resolved till date, he said.
After a long gap, Prime Minister Narendra Modi visited Manipur on September 13 but he failed miserably to give any hope of restoring peace in the strife-tom State, the AICC Secretary said.
Instead of working to contain the Manipur violence, the Prime Minister was touring foreign countries, he said.
He said that Prime Minister Narendra Modi has figuratively put Manipur in the ICU of AIIMS and Manipur at present is just like in a state of comatose.
Narendra Modi did not spell out any concrete steps to restore peace in Manipur.
There is not the slightest indication of peace returning to the State after Modi's visit, Christopher Tilak said.
Manipur remains quite backward in the fields of education, employment, health, infrastructure development etc .
This sorry state aggravated during the last four-five years, he said.
He said that around eight lakh youths are unemployed in Manipur.
The previous Congress Government worked hard to upgrade RIMS to the level of AIIMS but the BJP Government did nothing in this regard.
RIMS is now in ICU and Manipur in coma, Christopher Tilak said.
Commenting on the highways of Manipur, he pointed out that the State Government is unable to keep the highways under its control.
The Imphal-Jiribam railway project which was taken up by the UPA Government in 2006 has not yet reached Imphal.
The State Government is unable to utilise funds sanctioned by the Centre for infrastructure development properly, he said.
Manipur remains a convenient route for drug businesses.
The amount earned from drug business in Manipur far exceeds the State budget, the AICC Secretary said.
He said that the Centre should not impose any GST in Manipur considering the hardships being faced by the people on account of the protracted violent crisis.
