TYCM petitions CS on pending arrear

Tribal Youth Council Manipur (TYCM) on Monday submitted a representation to the chief secretary urging immediate disbursal of pending arrear for the 7th Pay (April 1, 2019 - March 31, 2023) to employees of Autonomous District Councils (ADCs), as assured under the Manipur Services (Revised Pay) Rules, 2019 .
In a release, TYCM proposed sending necessary recommendation to the Ministry of Finance to grant "Special Financial Package" for the fund-starved ADCs of the hill districts in Manipur.
Reminding that the Finance Department issued office memorandum (OM) on July 28, 2018, stating that the 7th1 Pay would be effective from January 1, 2016, with actual implementation commencing from April 1, 2019 for all employees of the state government, it pointed out that the state government formalised the same by enacting the Manipur Services (Revised Pay) Rules, 2019, thereby officially making the 7th Pay benefits effective from April 1, 2019 .
Contrary to the earlier memorandum, the finance department issued another OM on December 8, 2021, stating that the matter was re-considered/re-examined by the cabinet in view of heavy financial constraints in the state.
Accordingly, the state cabinet in its meeting held on January 4, 2022 decided that grant of pay under the Manipur Services (Revised Pay) Rules, 2019 in respect of the employees of all autonomous bodies, local bodies, agencies, grant-in-aid institutions, corporations, societies, boards, PSU, commissions, etc., under the state government including district councils for which approval of cabinet has not been obtained earlier, shall be with effect from April 1, 2023 without notional effect.
The government of Manipur had granted the 6th Pay benefits to the ADC employees from January 1, 2006, till date, as per the entitlements of government employees.
Therefore, there should be no question regarding the grant of the 7th Pay benefits and other entitlements to ADC employees, the release said.
The lack of uniformity in the implementation of rightful entitlements for the ADC employees compared to other department employees by the Government of Manipur constitutes blatant violation of the Right to Equality.
Such disparity creates division and fosters resentment among communities in Manipur, undermining the principles of fairness and equal treatment, it said.
The memorandum further informed that based on data available with the Council's office, approximately 7988 employees are serving under the ADCs.
Before the imposition of President's rule in Manipur, the state government may have faced financial burdens and constraints in disbursing the 7th Pay Commission arrears to employees of the ADCs.
Now that Manipur is under President's Rule since February 13, 2025, all state budgets, funds, and development programmes are directly managed and overseen by the union government, TYCM pointed out, while expressing hope that the union government will swiftly resolve the pending 7th Pay arrears of ADC employees at the earliest.
It further reminded that the matter was earlier brought to the attention of the Governor of Manipur in a separate representation.
