Thoubal, March 22 2025: Thoubal District Bar Association (TDBA) president Kh Arunkumar Singh has appealed to Governor Ajay Kumar Bhalla, chief secretary Prashant Kumar Singh, secretary (land resources) N Khedavarta Singh, Settlement and Land Records director P Gojendro Singh and Thoubal deputy commissioner Ahanthem Subhash Singh to relocate the Assistant Survey and Settlement Office (AS&SO)-X, Thoubal, currently operating from Lamphelpat, back to the Thoubal DC Office Complex so as to ease inconveniences faced by Thoubal denizens.

Addressing the media after a public meeting at Khangabok on Saturday, Kh Arunkumar recounted that some months back the Directorate of Settlement and Land Records (DSLR), Lamphelpat shifted the AS&SO-X, Thoubal to Lamphelpat, Imphal West without any valid reasons.

Pointing out that official land records of Kiyam Siphai, Thoubal Achouba, Athokpam, Khangabok, Langathel, Phundrei, Purna Heituppokpi, Arong, Laiphrakpam and Atoukhong were moved to DSLR, Lamphelpat, even though the survey process of the said villages is underway , he said residents of the said villages have been spending additional amount and precious time to acquire land documents and other formalities, which could have been avoided in case the office operated as usual at Thoubal DC office complex.

He also urged authorities concerned to address the problem of shortage of Indian Non-Judicial Stamp Papers of various denominations at the office of the Thoubal sub-registrar.

Arunkumar further alleged that beneficiaries of Antyodaya Anna Yojana (AAY) of Thoubal district are not receiving their entitled rice quota as only five months of AAY rice were distributed from April 2024 to March 2025.Mentioning that fair price shop agents of the district have also not received their honorariums for past 15 months, he further appealed to authorities concerned to transfer the honorariums through bank accounts of the agents.
