Village council demands probe against PMGSY sublet contractor

The Huishu Village Council (HVC) has demanded immediate departmental enquiry against PMGSY contractor/sub contractor Ningchui Shatsang before September, 2025, which marks the end of the maintenance period of a portion of PMGSY road from Poi to Huishu.
Briefing the Ukhrul media, HVC chairman Shanrei Shatsang alleged the sub-contractor of covertly striving to siphon funds without completing the PMGSY road.
According to the HVC chairman, the PMGSY road from Chingai to Huishu via Poi Village Part-II was awarded to contractor SN Pavei at the cost of Rs 6.18 crore.
However, some por-tion of the PMGSY road from Poi to Huishu, spanning a distance of about 12 km, was sublet to Ningchui Shatsang for the construction work.
The PMGSY road construction work was started in 2019, with 2020 set as completion period and five years was assigned as the maintenance period of the road which will end this year in September, said Shanrei.
According to the HVC chairman, the road construction work was abandoned despite the villagers' repeated appeal.
Out of the blue, the subcontractor started blacktopping some portion of the road last year without any information to the village council.
Again in January this year, some pockets of the inter village PMGSY road were blacktopped without following the project guidelines and specifications of work, simply to capture photos of the work site to pursue for fund release, the HVC chairman alleged.
He further maintained that blacktopping was done without laying the earth granular sub-base (200mm thick), metalled layer of WBM (75 mm thick) and no rollers were used for soil compaction during the process of bituminous layering.
So the 20mm thick bituminous layer can be easily peeled off with bare hands, claimed Shanrei Shatsang.
Meanwhile Kanmi Zingkhai also mentioned that grasses have already started growing over the blacktop road due to poor work in a short span of time.
As a result, the HVC has demanded the concerned authority to immediately conduct a spot inspection to verify the quality of the PMGSY road and to further instruct the sub-contractor to maintain work quality.
Failing this, the HVC will lodge a police complaint against the sub-contractor.
