Issue low-income certificates to IDPs: MCPCR to DCs

Manipur Commission for Protection of Child Rights (MCPCR) has proposed district commissioners concerned to instruct SDOs/SDCs issue low -income certificates as and when applied by the internally displaced persons (IDPs) without procedural delay.
In letters addressed to the DCs, MCPCR chairperson Keisam Pradipkumar pointed out that the ethnic conflict since May 3 last year has rendered around 70,000 people homeless and without source of income while approximately 25,000 children are taking shelter in different relief camps with their families.
As a result of the conflict, livelihood or means of earning of parents and guardians of the internally displaced children have been lost consequently leading an impoverished life, he added.
Stating that attachment of low income certificate is mandatory for availing benefits of any sponsorship scheme or concessional enrolment or other scholarships by the IDP children, he urged the DCs to instruct SDO/SDC concerned for issuing low-income certificates, if applied by the IDP without procedural delay.
He also sent similar fetters to all child welfare committees urging proactive role and facilitate the process for availing low-income certificates to IDPs in the best interest of the internally displaced children, who have been declared as child in need of care and protection.
