TYCM demands nixing of project tenders

Imphal, April 03 2025:
Tribal Youth Council Manipur (TYCM) has urged the special secretary/principal secretary of Tribal Affairs & Hills Department, to immediately cancel recent tenders and work orders for civil projects valued up to Rs 20 lakh under the department.
In a representation, the Council asserted that such projects should be assigned to Village Development Committees (VDCs) in accordance with an office memorandum (OM) issued on March 19, 2020.Additionally, TYCM called for the refund of Earnest Money Deposits (EMD) to the affected contractors.
According to TYCM, the office memoran dum, approved by the state cabinet on March 3, 2020, and published in the Manipur Gazette on September 8, 2020, mandates that tenders should not be floated for civil works of up to Rs 20 lakh, instead requiring execution by Village Beneficiary Committees (VBCs).
TYCM contended that the department's decision to issue tenders contradicts these directives, violating government policy and undermining the role of VBCs in local development.
The council then warned that ignoring cabinet decisions could set a dangerous precedent, eroding constitutional governance and administrative integrity.
It called on the department to rectify the issue promptly, ensuring transparency and compliance with established government policies.
