FIR registered against ATSUM, KSO, YPA executives

Imphal, August 03 2022: Churachandpur police station has registered a suo moto case under FIR (NO.123(08)2022 CCP-PS) under section 7(l)(a) CL(A) Act, 506(1) (b)/506/341/353/188/189/190 IPC & 3 PDPP Act, 1984 against the office bearers, executive members and volunteers of ATSUM, KSO and Young Paite Association (YPA) on Wednesday.

As per the FIR, Churachandpur police received notification on August 2 about announcement of 24 total shutdown by ATSUM from 6 am of August 3 issued by its information and publicity secretary Khaiminlen Doungel against the government's 'lackadaisical' attitude related to non-tabling of the Hill Areas Council-recommended ADC Bill 2021 in the on-going Assembly session.

Another notice issued by ATSUM vice-president Vanlallien Khaute announcing emergency shutdown in the hill districts of Manipur against the arrest of some ATSUM executive members including its president and general secretary by the Police was received, elaborated officer in-charge of Churachandpur police station.

The officer also referred to statements of KSO and YPA declaring their support to the total shutdown and the emergency shutdown in the hill districts.

While stating that members of the aforementioned organisations started sudden obstruction, wrongful restrains, disobedience to order duly promulgated by public servant, threat to injury to public servant, mischief causing to damage to public property and intent to cause and likely to cause fear or alarm amongst the public in public places, the OC pointed out that such acts of members of the three organisations is against democratic and legal process.

Further referring to decrees by the Supreme Court of India and the High Court of Manipur that bandh/shutdown/general strike are illegal, unconstitutional and amount to violation of the fundamental rights of the people, create disturbances affecting normal life including economic activities and nuisance to the general public, the OC said such acts are punishable under law of the land.
