MHS urges HM to probe KNF land scam, halt SoO deal

Meitei Heritage Society (MHS) has urged Union Home Minister Amit Shah to immediately initiate a time-bound investigation into the multi-crore land compensation scam involving the Kuki National Front (KNF), a militant group currently under the Suspension of Operation (SoO) agreement with the Government of India.
In a representation submitted to the Home minister on Monday, the Society expressed grave concern over a recent NDTV investigative report which exposed that Rs 320 crore, meant for compensating civilians for land acquired for infrastructure development, has allegedly been siphoned off by KNF through extortion, misappropriation, and unlawful influence.
The scam is reportedly spearheaded by KNF's finance secretary Jang-boi Kipgen, who allegedly forced villagers to sign on blank papers and pre-filled forms, swindling as much as 75 per cent of their compensation amount.
The Society called the development deeply disturbing', stating that the same is not only a criminal misuse of public funds but also a blatant abuse carried out by a militant group that continues to enjoy protection under the SoO agreement.
It cited the NDTV report which includes testimonies from 20 villagers who spoke to the media despite facing threats to their lives, further affirming KNF's involvement, adding that the DC concerned has also reportedly acknowledged receiving complaints from affected villagers.
The Society warned that proceeding with any agreement with such groups would amount to the Government of India indirectly legitimising and funding militant outfits accused of heinous crimes against the state and civilians.
The representation pointed out that KNF and other outfits under SoO are already under investigation by central agencies, including the National Investigation Agency (NIA), for their alleged roles in attacks and killings of civilians and security personnel.
It also reminded that the move to renew the agreement would go against the will of the people and the resolution of the popularly elected Government, which had decided not to sign any agreement with such groups due to repeated violations of SoO conditions.
In its submission, the Meitei Heritage Society called upon the Union Home Ministry to order an immediate and time-bound investigation into the land compensation scam, ensure that militants and any complicit officials are brought to justice, freeze account's linked to suspects or SoO funds until a complete audit is conducted, and immediately halt all discussions related to extending or signing new SoO agreements with groups who have flouted the existing conditions.
The Society urged for urgent and decisive action in the interest of justice, transparency, and national security.
