KCP imposes ban on CAU Boys' hostel works

Politburo Standing Committee of the armed Kangleipak Communist Party (KCP) has imposed a complete ban on the ongoing construction of the boys' hostel of Central Agricultural University, Lamphelpat.
According to a KCP statement issued by information and public relations secretary M Punsiba Meitei, Lamphelpat - once a complete wetland - is a part of the highly sensitive central valley of Manipur, which falls under seismic zone V indicating the highest risk of seismic catastrophe.
"It is, thus, absolutely imperative that contractors and engineers should take extra care it while taking up construction work so that people's lives are not left exposed to unnecessary risk because of their dereliction of contractual obligations".
However, contractors and engineers involved in the ongoing construction of the Boys hostel of Central Agricultural University, Lamphelpat are found to have wilfully violated the terms of the contract by installing only 325 piles instead of 450 piles as required by the contract.
This means that fives of students arid other staff who will be housed in the hostel will be exposed to a very high risk of collapse even without a seismic event, the KCP statement said.
According to the KCP statement, construction work of the Boys hostel is being undertaken by an unregistered contractor though formally accorded to a contractor named Rajesh Longjam.
The party alleged that deliberate under-installation of 125 units of piles for the Boys hostel was done with the connivance of the responsible engineering officials of the National Projects Construction Corporation Limited and engineers of Manipur Tribal Development Corporation Limited.
Noting that the dangerous under-installation of the piles can easily be verified by means of specialised methods like Ground-Penetrating Radar (GPR) and Ultrasonic Testing, the party cautioned all concerned including construction workers and contractors against visiting the construction site until further notice.
The party also urged CSOs to consider filling a Public Interest Litigation against National Projects Construction Corporation Ltd and Manipur Tribal Development Corporation Lid against the dangerous under-installation of piles for the CAU Boys hostel.
