CM attends Two Days Seminar on Criminal Justice Administration

Ajay Kumar Bhalla, Governor of Manipur along with Chief Minister Yumnam Khemchand Singh attended a programme on two days seminar on Criminal Justice Administration at Manipur State Film Development Society (MSFDS), Imphal today.
Ajay Kumar Bhalla, while delivering his speech stated that the Administration of Criminal Justice are the corner stone of democratic society govern by the rule of law.
It protects the rights of citizen, safeguard public order, ensures accountability and inspires confidence in our constitutional institutions.
He added, that the new Nyaya Sanhita seeks to deliver speedy justice, pays greater emphasis on the rights and dignity of victims, encourage the use of digital technology, prescribe time bound investigation and trial and strengthen scientific methods of investigation.

Chief Minister Yumnam Khemchand Singh addressing the gathering expressed that it was indeed a privilege to participate in the inaugural session of the Two-Day Seminar on Criminal Justice Administration.
The Chief Minister extended his sincere appreciation to the Home Department, the Law & Legislative Affairs Department and the Manipur Judicial Academy for jointly organising this important programme.
He maintained that the presence of eminent judges, distinguished legal practitioners, senior prosecutors and experts from across the country reflects the significance of this initiative.
The strength of any democratic society lies in the confidence of its people that justice will be delivered fairly, promptly and impartially, he added.
Khemchand Singh continued that an effective criminal justice system is therefore not merely an instrument for enforcing laws; it is the foundation upon which peace, security, constitutional governance and public trust are built.
Speaking on the Criminal Justice System, the Chief Minister stated that it is an integrated mechanism comprising the Police, the Prosecution, the Judiciary and the Prison Administration.
Each institution performs a distinct constitutional responsibility from investigation and prosecution to adjudication and correction but all are united by a common objective: ensuring justice while safeguarding the rights and dignity of every individual.
He continued that the enactment of the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya SakshyaAdhiniyam (BSA) marks a transformative phase in India's legal history.
These landmark legislations represent a decisive move away from colonial legal frameworks towards a justice system that is contemporary, technology-enabled and citizen-focused.
Khemchand Singh added that a justice system that is fair, humane and efficient becomes the strongest guarantee of democratic governance and sustainable development.
The Government of Manipur remains fully committed to ensuring the effective implementation of the new Nyaya Sanhitas.
The Chief Minister further stated that the government is investing in capacity building, technological upgradation, modern forensic support, digital infrastructure and continuous training of police officers, prosecutors and other stakeholders so that the objectives envisioned by these historic legislations are translated into tangible outcomes for the people.
Khemchand Singh while delivering his speech encourage every participant of this seminar to make the fullest use of this opportunity.
Meaningful exchanges between the Bench, the Bar, the Police, the Prosecution and academic institutions will strengthen coordination among all stakeholders and contribute to a more responsive, transparent and accountable justice delivery system.
The Chief Minister believes that the deliberations over the next two days will generate valuable ideas and practical recommendations that will further strengthen criminal justice administration in Manipur and contribute to the effective implementation of the new Nyaya Sanhitas across the State.
M Sundar, Chief Justice of High Court of Manipur, stated that the programme reflects the harmonious convergence of all pillars of democratic governance in pursuit of a common constitutional objective that the administration of criminal justice must be fair, efficient, humane and firmly anchored in the rule of law.
He added, the welfare of the people shall be the supreme law while we may reform our laws to enhance security and we must ensure such reform pass under the scrutiny of our constitutional ethos and principles.
The programme organised by the Home Department and Law and legislative Affairs department in collaboration with Manipur Judicial Academy, Imphal was attended by Judges of High Court of Manipur, Mr.Justice A.Bimol Singh and Mr.Justice A.Guneshwar Sharma; Lenin Singh Hijam, Advocate General, Manipur; Mukesh Singh, Director General Of police (DGP) Manipur; and Bar Council members among others.
