JJM fails to deliver at Chandel

The ambitious Jal Jeevan Mission or JJM which promises tap water to every household of the country has turned out to be a farce at Candel.
Speaking to media persons at Manipur Press Club here this afternoon, Anal Lenruwl Tangpi (ALT) Maha Area, Chandel district headquarters president Singul Larson Anal said that a water supply scheme taken up at Lambung, Chandel district headquarters was inaugurated by then Chief Minister N Biren.
But the water supply scheme taken up under JMM has failed to deliver any tap water to the people, Singul Larson said.
To extract information about the failure of the water supply scheme, an RTI application was filed with PHE Chandel and PHE Chandel replied that the scheme had been completed by 92 per cent.
On being enquired about how many households have been provided tap water if the water supply scheme had been completed by 92 per cent, PHE Chandel asked the RTI applicants to visit the JMM dashboard.
On visiting the JMM dashboard, it was said that the scheme had been completed by 97.30 per cent, Singul Larson said.
As per the JMM dashboard, the scheme is almost complete as it claims that it has been completed by 97.30 per cent.
On paper, it was claimed that the scheme has covered 145 households of the total 148 .
There are around 240 households at Lambung village and none of them has access to tap water, Singul Larson said.
He went on to assert that the particular water supply scheme is not complete by even 60 per cent in reality.
Even though 50 per cent of the civil works have been completed and pipes have been laid from the intake point to the water supply plant, no distribution pipes have been laid, he said.
He said that the concerned officials can ascertain these facts through a field inspection.
On paper, some neighbouring villages have also been provided tap water but in reality these villages too do not have access to tap water, Singul Larson said.
On December 11, 2024, the High Court of Manipur passed an order directing the authorities concerned to construct/repair boys and girls' toilets of 64 schools in Chandel district within three months under SSA.
Unfortunately, it was found that the ZEO of District Board of Education (DBE) Chandel did not have any information about the High Court's directive.
On further enquiry, it was learnt that the Accountant of SSA office, Babupara allegedly demanded money from Headmasters, Headmistresses and SMDs for releasing necessary funds for repairing schools and toilets.
Saying that funds have been released for some schools which gave money to the accountant, while funds for those schools which refused to give money are being held back, Singul Larson sought immediate attention of the authority concerned into the matter.
