Where is roadmap to restore normalcy: Cong

While the BJP-led Central Government has failed to produce a concrete roadmap for restoring peace and normalcy in Manipur, the Budget for the State it recently introduced in the Parliament has no special provisions for resettlement of internally displaced persons, MPCC president MLA K Meghachandra has asserted.
He said this during the observance of the 134th Patriots' Day at Congress Bhavan, Imphal.
Congress leaders and workers led by MLA K Meghachandra paid floral tributes to Bir Tikendrajit, Thangal General and other freedom fighters during the observance.
Patriots' Day was observed to remember the freedom fighters who fought and sacrificed their lives for Manipur in the Anglo-Manipur War of 1891, and to instill patriotism in the hearts and minds of the people, especially the younger generation, Meghachandra said.

Answering queries of reporters, the MPCC president said even after 2 years of unrest, the BJP Government at the Centre has not produced a concrete roadmap to resolve the crisis and restore peace in Manipur.
As the State is under President's Rule, the Manipur Budget was produced by the Central Government in the Parliament recently for discussion.
Unfortunately, the Budget introduced in the Parliament failed to reflect the aspirations of the people of the State and it has no special provisions for resettlement of the internally displaced persons, Meghachandra claimed.
The Budget outlay for the State is small and meagre, and is against the expectations of the people that it would have special packages for the displaced people, he said.
More than 60,000 people have been displaced from their homes and villages by the crisis.
However, the Budget has no specific provisions for their return and resettlement to their original homes and villages, he said.
Further, the Manipur GST Amendment Bill 2025 which was recently cleared by the Parliament would have negative impacts on the small and medium enterprises and the whole of the State.
Implementing uniform taxes throughout the country may be detrimental for small States like Manipur that have no resources and is reeling under crises, he said.
Even after 2 years, the crisis has not been resolved, and the Prime Minister and the Home Minister have not yet announced any concrete steps and formulated strategies to restore peace.
Former Chief Secretary PK Singh had put in place a plan for resettlement of displaced persons by December 2025 .
However, no visible steps have been taken up till today for resettlement, Meghachandra claimed.
He further asserted that the President's Rule has failed to restore normalcy.
The people of the State no longer want President's Rule, but it has been forced on the people and extended for another six months.
Under the PR, the MLAs are unable to implement development programmes in their Constituencies.
The Centre under the PR is doing whatever it wants.
Democratic values have been eroded under the President's Rule and the BJP, Meghachandra said.
Even if it is just for a day, the people of Manipur want the Prime Minister to visit and speak to them.
But, instead of hearing the grievances of the people, the BJP Government has the people of the State reeling under a man-made crisis and an economic crisis, he added.
The Central Government must understand the suffering of the people.
The people want a Government that represents them.
The State Assembly must be dissolved and a fresh mandate of the people must be sought, he said.
