Finding serious lapses in the implementation of the Jal Jeevan Mission (JJM) in his district, the Deputy Commissioner of Tamenglong has come down heavily on contractors with instructions to complete all pending works by October 31, 2025.In case the works are found incomplete by the given time during the next inspection in November, the contractors concerned and all persons involved will face legal action for misappropriation of public funds, Dr Langshim Dangshawa, the Deputy Commissioner of Tamenglong district has said.
In an order issued today, the Deputy Commissioner said the status of works executed in many villages have been found to be unsatisfactory both in quality and quantity during inspection.
Notably, widespread village level inspection drives were conducted by Sub-Divisional Officers concerned of the district last month after complaints were received from the public.
Attaching details of the findings, the Deputy Commissioner ordered that the contractors concerned should complete all pending works under the Jal Jeevan Mission on or before October 31, 2025 .
Another round of villagewise surveys will be conducted during the first week of November, 2025 to check compliance.
If any works are found to be incomplete during the survey and for which final bills have been cleared, strict legal action will be initiated for misappropriation of public funds against the contractors and others involved under relevant laws, cautioned the Deputy Commissioner.
Significantly, this order of the DC came after the Zeliangrong Students' Union Manipur (ZSUM) and Tamei Block Congress Committee claimed there have been lapses in the implementation of the Jal Jeevan Mission - a flagship programme of the Government of India launched in 2019 .
Under the Jal Jeevan Mission, the Government had set the goal of providing functional household tap water connections to all rural households by 2024 .
While the Zeliangrong Students' Union Manipur (ZSUM), in December 2024, had urged the Government and authorities concerned to intervene and conduct a thorough inspection of the works under the Mission in Tamenglong and Noney districts, the Tamei Block Congress Committee, in May 2025, had alleged that the JJM's functional household tap water connection "exists only on paper" for Tamei sub-division.
On the ground, not a single household in Tamei subdivision has functional tap water connection, the Tamei Block Congress Committee had alleged.
Meanwhile, annexures attached with today's order of the Deputy Commissioner detail the works and the names of the contractors concerned, and the findings of the inspection done last month.
As per the findings, the whole of Tousem sub-division doesn't have a single functional household tap connection (FHTC), and no households have been connected with pipes.
The villages under Tousem sub-division include Azuram, Namtiram, Vanchengphai, Katang, Oinamlong, Nungao Khunou, Impa, Charinapang, J Pabram, Tousem, Pumram, Pangkophai, Kamaranga Khasia, Ngamunphai, Vangaichungpao, Khedagar Khasia, Thingtutbung, Lhangnom, Gamphazol, Tuisemphai and Tousem Khunou.
As per the findings, Tamei sub-division has a total of 191 households with functional tap water connection.
Atang Khullen under the sub-division has zero functional household tap water connection (FHTC).
Villages under the Tamei sub-division include New Thenjang (4 FHTC), Pallong (20), Pallong II (20), S Songpibung (30), Atang Khullen (0), Langmei South (20), Lenglong-B (4), New Takou (5), Old Kadi (8), Khundong Khubikhaiba I (6), Lamlaba (10), Langpram (5), Old Thenjang (20), Tamei South (30), Taipram (5) and Dekiuram (4) .
Tamenglong sub-division has 236 functional household tap connections (FHTCs) as per the findings of the inspection conducted by the SDOs.
While Dailong village has the most number of functional household tap connections (FHTCs), Bamgaijang village and Luangdi Pabram village under the subdivision do not have a single functional household tap connection.
The villages under Tamenglong sub-division include Tharon (10), Sonpram (9), Wairangba Part II (19), Khebuching (30), Wairangba (Duiluan I) (14), Bhalok Khunou (20), Bamgaijang (0), Sangrungpang (19), Luangdi Pabram (0), Akhui (40), Dailong (57), Chiulon (8) and Khongjaron Khunthak (10) .
