Imphal, July 11 2025:

Addressing the gathering, Renu Takhellambam said EEVFAM was formed by families of the victims of fake encounters and tortures by armed forces with impunity under the Armed Forces' Special Powers Act, 1958 .
Recounting various incidents of excesses committed by security forces and demands for justice to the victims in Manipur inspite of the growing awareness about remote possibility of the government authorities taking punitive actions even after establishing guilt of the personnel involved, she said the Central Bureau of Investigation (CBI) handled 39 cases as per the directive of the Supreme Court but faced difficulty in continuing trial for cases involving central security forces.
"As prosecution sanction for such cases necessitate approval from the central government the victims' families had an eerie feeling of not getting justice for cases involving central forces," she related.
While reiterating EEVFAM's resolve to sustain the campaign for delivering justice to victims of state violence and seek institutional accountability, Renu stressed the need for the society to uphold the dignity of victims and ensure that such violations do not continue with impunity.
Manipuri translation of the book 'United Nations Guiding Principles of Internal Displacement' compiled by the Human Rights Alert (HRA), Manipur International Youth Centre (MIYC) and Youth Collective Manipur (YCM) was also released during the event.
The book chronicle challenges faced by displaced persons and the international legal framework designed to protect them.
The commemorative event featured powerful testimonies and insights from youth leaders and civil society members.
Aheibam Chanthoi Chanu, Coordinator of Youth Collective Manipur; Md Islahuddin, Executive Member of People's Progressive Alliance; and Naorem Rojita Leima, an internally displaced Meetei woman, spoke on themes of trauma, displacement, and the persistent struggle for justice.
