Applications invited from hill & valley cooperative societies for DBT-based subsidies

The Office of the Registrar of Co-operative Societies, Government of Manipur, has invited applications from eligible Cooperative Societies registered under the Manipur Cooperative Societies Act (MCS), 1976, for availing financial subsidies under the budget provisions of the department.
As per the notification issued by W Ibohal Singh, Registrar of Cooperative Societies, Manipur, the Selection Committee will recommend 18 Primary Cooperative Societies each from the Hill and Valley Districts, along with the Manipur Apex Handloom Weavers & Handicraft Artisans Cooperative Society Ltd, for grant of subsidies as provided in the departmental budget.
The subsidies will be released through the Direct Benefit Transfer (DBT) system.
The selection process will be carried out by a committee headed by the Administrative Secretary, constituted vide Government Order dated March 5, 2016.Interested Cooperative Societies may submit applications in the prescribed application form available at the Manipur State Cooperative Union, Lamphelpat, on or before January 2, 2026 to the office of the Registrar of Cooperative Societies, Manipur, in compliance with the eligibility norms prescribed under Government Order dated July 19, 2010.The notification also listed various terms and conditions such as- the society should not be a loss-making entity, as proved by audited Profit & Loss Account and Balance sheet; at least 80% of the paid-up share capital should preferably be raised from members or shareholders of the Society or public, as the case may be; Government contribution to share capital at any point of time must not exceed 25% of the paid-up share capital or 10% of the authorised share capital of the Society, whichever is lesser, unless necessitated in the public interest.
Societies which have already received share capital contribution up to 5% in the past must raise at least 30% of the authorised share capital from shareholders before seeking further assistance.
In the case of cooperative banks, willingness to be inspected by the Reserve Bank of India (RBI) is mandatory, it maintained.
It asserted that societies with outstanding loans, or to those whose promoters have pending loans from the National Cooperative Development Corporation (NCDC) that are yet to be repaid will not be eligible for assistance.
Applicants should submit supporting documents, including audited balance sheets for the last three years, a photocopy of registration certificate, latest working report and pre-receipt duly signed by Manager/President/Secretary with seal, Committee/board resolutions, affiliation or annual renewal fee receipt issued by the Manipur State Cooperative Union, bank account details along with IFSC and MICR codes, bank authorisation letter, statement of purpose for seeking fund, and utilisation certificate (where subsidies were availed earlier).
Incomplete documents or forms will be summarily rejected.
