Imphal, May 11 2025:
Longmai PEI (Customary Court) and Longmai Village Authority have submitted a 15-point charter of demands to Governor Ajay Kumar Bhalla, urging for immediate and time-bound action to address long-pending development issues concerning Noney district headquarters.
In a representation addressed to the Governor and submitted on behalf of the people of Longmai (Noney) village and the larger Noney district, the signatories stressed that their demands are long overdue with no significant steps initiated despite prior government assurances and administrative sanction.
The representation highlighted that while other newly created districts in the state have seen the completion and functioning of DC offices under the Infrastructure Development G+2 Buildings scheme, Noney district continues to operate without proper infrastructure or subordinate staff.
The district was created on December 8, 2016 .
One of the key demands is the immediate construction of the 50-bedded Pre-Fab Field District Hospital at Longmai Part-I.The foundation stone for the hospital was laid on November 30, 2021, by then chief minister N Biren in the presence of his council of ministers and Rajya Sabha MP Leishemba Sanajaoba, with a project cost of Rs 3.50 crore.
However, no further steps have been taken by the department concerned.
The signatories also pointed out the delay in the establishment of Eklavya Model Residential School (EMRS) at Duibansui, approved by the Ministry of Tribal Affairs on February 20, 2020 .
Similarly, the proposal for a Jawahar Navodaya Vidyalaya (JNV) at Noney, recommended by the then DC and approved by the Ministry on May 20, 2022, has seen no progress.
The representation further demanded immediate functioning of key institutions and infrastructure, including the District Institute of Education and Training (DIET), Industrial Training Institute (ITI), FCS warehouse, cold storage facility, fire brigade station, district employment exchange, sub-treasury office, transport office, and district social welfare office.
Additionally, the Longmai bodies called for revocation of the appointment of the current principal in-charge of Jadonang Memorial College, alleging that the appointment was unjust.
They also demanded correction of the name "Tupul" wrongly used in place of Noney in reference to an Integrated Tourist Destination.
The representation cautioned that if a positive response is not received within 10 days, they will be compelled to launch democratic form of mass agitation to press for their "genuine charter of demands" that have long been ignored by the state government.
