Imphal, June 20 2025:
The All Manipur United Clubs' Organisation (AMUCO) has stated that failure to arrest and penalise the armed miscreants who shot and injured a farmer at Phubala would be viewed as either collusion by the security forces or as them wilfully allowing assaults on farmers.
AMUCO, in a press release issued by its secretary publicity Heisnam Phoren Mangang, continued that the Government must take full responsibility for the attack at Singeirok Loukol, which left a farmer (Ningthoujam Biren from Phubala) with bullet injuries on his hand while he was working in his field.
Noting that a Sashastra Seema Bal (SSB) bunker is located near the site of the attack, the Organisation alleged that the Central security forces may have been colluding with the armed miscreants who targeted the farmers.
It questioned how the armed miscreants were able to pass through Central security forces and their camps, attack the farmers, and retreat without being arrested.
Condemning the attack on farmers in the strongest terms, AMUCO urged the Government to initiate an inquiry into the conduct of the SSB personnel and take legal action if they are found guilty.
People are dissatisfied with the Ministry of Home Affairs' response to the crisis in Manipur, as unfortunate incidents continue to occur despite its claims of working to restore normalcy in the State, the Organisation said.
AMUCO further stated that Manipur continues to face a series of crises even after the imposition of President's Rule citing two recent incidents - the directive by Central security forces to remove the 'Manipur' signage from a State Transport bus at Gwaltabi on May 20, which has been taken very seriously by the public, and the armed attack on farmers at Phubala Singeirok Loukol yesterday.
People have been launching various movements to safeguard the unity and territorial integrity of Manipur, as both the Central Government and the administration under President's Rule have been implementing a dangerous policy in the State, AMUCO added.
Asking what meaningful steps Governor Ajay Kumar Bhalla has taken to build confidence among the people and restore normalcy in Manipur which has been under PR for over four months since February 13, the Organisation asked whether the Governor is deliberately allowing the crisis to persist in order to prolong PR in the State.
AMUCO also questioned what advice Security Advisor Kuldiep Singh has been providing to the Government to resolve the conflict in Manipur.
How many people have died, gone missing, or been injured in the ethnic conflict since Kuldiep Singh was appointed as Security Advisor on May 4, 2023, the Organisation further asked.
Stating that the attack on farmers at Phubala yesterday should not be taken lightly, AMUCO appealed to the people of Manipur to unite in exposing the alleged misconduct of the President's Rule Government in Manipur and the
Central security forces.
