TYCM seeks online recruitment, certificates; flags hardships in hill districts

Citing difficulties faced by job seekers in hill districts amid Manipur's unrest, the Tribal Youth Council Manipur (TYCM) has urged the State Government to shift recruitment processes and certificate services fully online.
In representations submitted to the Chief Secretary and the Secretary of the Manipur Legislative Assembly on May 29, and to the Chief Minister on June 1, TYCM said offline issuance and submission of forms by the Manipur Legislative Assembly Secretariat, Art and Culture Department, PSUs, and other bodies have left many hill residents unable to meet deadlines.
Disrupted transport and volatile conditions have worsened access, it noted.
TYCM also flagged that while Employment Exchange registration is online, entry of Employment Sponsoring Numbers remains offline at district offices, causing inconvenience.
Further, obtaining Income, Caste, Residential, and Domicile certificates requires lengthy approvals, multiple documents, and mandatory village authority or Lambu verification, despite Aadhaar being valid digital proof.
Delays, it said, hinder timely completion of official work.
Calling unequal access a violation of Article 16 of the Constitution, TYCM said tribal people would not accept ongoing offline recruitment.
It pressed for online systems to ensure equal opportunity and save time and costs for applicants.
